 When the delivery of the 189 series to Deutsche Bahn started, three different configurations for these machines were planned; VA 'Southern Europe', VB 'Central Europe' and VC 'Northern Europe'. It did however never come that far. By delivery, the main difference between these three types were different pantograph configurations. Additional equipment to really make services across the German borders possible were not installed, or not activated.
Theoretically, the VA configuration was the basis for a locomotive that is able to run in Germany and additionally a selection from Austria, Denmark, Sweden, Norway, Czech Republic, Slovakia, Hungary, Italy or Switserland. 189 001II-003II and 189 024-060 were delivered with configuration VA. Since then, all machines have been refitted as version VJ (DE / NL) or VM50 Hz (DE / PL / CZ).

Based on their original pantograph configuration, a VB configured 189 could theoretically travel from Germany to Austria, Denmark, Sweden, Norway, Czech Republic, Slovakia, Netherlands, Belgium, France or Luxembourg. DB 189 004-023 were delivered configured as such, but were not used outside of Germany.
As of February 2006, 189 003-012 got a restricted approval for the Czech Republic, being able to haul trains on the Bad Schandau - Decin route, but only with the electrical brake system turned off.
All locomotives have refitted meanwhile with the VM50 Hz package (DE / PL / CZ) or the VJ package (DE NL).

As international services were still postponed during the delivery of the 189 series, DB decided to save some money by no longer installing pantographs on 189 units that were of no use. DB 189 061-100 were delivered with only two pantographs. All are refitted now as VJ (DE NL) or VM 50Hz (DE PL CZ). 189 090-099 were sold to MRCE.

The VC configuration was originally planned for 189 051-100, but not applied up
till now. Theoretically, the VC configuration could be used for service in
Germany, Austria, Denmark, Sweden, Norway, Poland, Netherlands, Belgium, France
and Luxembourg.

The most common configuration for Dispolok ES64F4 locomotives during their first years of service. Dispolok ES64F4 001-033 were delivered as such. The VD sub type started only homologated for Germany, Austria and Italy, but its service domain expanded towards eastern Europe in October (Slovenia) and November (Croatia) 2005. Some machines also carry inscriptions telling us that they can additionally run in Bosnia, Serbia and Montenegro, but regular services in these countries have not become reality up till now.

The
VE configuration was first used for Dispolok ES 64 F4 locomotives that would be
rented out to SBB cargo, back in 2003, initially only different from the VD type
as an additional homologation for Switzerland was planned. This however proved
to be more difficult than thought. Swiss Integra-magnets, the additonal package
compared with the VD type, proved to interfere with Austrian systems. A solution
was found in applying non-permant Integra-magnets that can be switched of. In
2005 the service domain got the same extensions towards Eastern Europe as the VD
sub type. As from 2008 the new Italian signalling system SCMT is added to the
package, in combination with the European ETCS System. ES 64 F4-094 and 098 were
the first to also get the Dutch ATB system, making it possible for VE machines
to run non-stop from Holland to Italy.

 In
order to save costs, SBB Cargo decided to equip its ES 64 F4 locomotives (Re474
series) with train detection systems for Italy and Switzerland only. As the
Swiss also operate a considerable fleet of locomotives that can run in Germany
for example, the Re 474 series is only equipped to take over services that cross
the Alps South-wards. SBB Cargo Re 474 002 was the first VF machine to be
released with the new Italian system SCMT, in March 2009.

A
configuration that required a lot of time and effort to get approved in Poland. MRCE Dispolok ES 64 F4-011 pioneered for this sake, a VD
configured unit additionally eqquipped with the Polish SHP detection system. The
homologation process finally took 16 months, resulting in a temporary approval
in July 2007, followed by unrestricted access to the Polish network one year later.

With
the delivery of the 189 800 to the Muldentalbahn (MTEG) in December 2008, a
second version of the VH configuration was introduced. As this machine was new
and not a former VD configured machine, it is different from MRCE Dispolok ES 64 F4-006 and -011, as it is equipped for Germany, Austria and Poland only, resulting in a different pantograph configuration and only having LZB/PZB and SHP aboard. The VH2-indication is not a official name for this type, Siemens simply uses VH.

sub type introduced with MRCE Dispolok demonstrator E 189 929 in 2008. Machines
of the VI type are equipped for services under 3kV DC line voltage only (which
does not mean that they are technically downgraded), and are built for the
domestic Italian or Polish market. Where VP units are prodominantly built for
Polish customers, the VI's will first go to Italy.

Since 2004, the DB and Siemens were performing trials with 189 type locomotives to get
them homologated in the Netherlands. Finally in 2007, DB 189 023 was chosen to
be the prototype for the final homologation process and the first unit to get
the full Dutch package. That year the ES 64 F4 got full access to the
Netherlands, including the BetuweRoute, 26 DB units and 10 MRCE Dispolok (ex DB)
units were retrofitted in 2007-2008 as sub type VJ.

Strange is that two different designations are being used for the same
configuration; VK is as far as we know exaclty the same as VJ. VK was introduced
with MRCE Dispolok ES 64 F4-028 and 033 in February 2008.

Version VL is basically the same as version VE, but with additional equipment for Belgium. MRCE Dispolok will be the first customer to have VL configurated units, the designated ES 64 F4-101 to 115. However, until homologation for Belgium is not completed, these units will run as VE-configurated machines.

In March 2009, ES 64 F4-020 was refitted with all equipment neccessary to run in the Czech Republic, Romania and Hungary. Combine this with the VD package which the machine already had, and a new confuration type was born. With a new service number in the ES 64 F4-15x range, the machine started trials in the Czech Republic in April 2009. In February 2010, the VM sub type was officially homologated for the Czech Republic. At that moment the 10 units got a temporary permit until 31.08.2010.

 First
machine of sub type VO were spotted in December 2008. MRCE Dispolok ES 64 F4-021
and 022 were retrofitted in the previous months for services from the
Netherlands to Polen and v.v. via Germany. This type did get a new designation:
189-VO.
